The sandy part is just silica or sand so it shouldn't hurt her really. The glues should be in a small enough dose to not be a horrible concern, depending on how much she's ingesting.
You've got 2 bigger concerns on your hands.
1. The effect on her teeeth. This will wear the enamel off and cause damage and cavities.
2. She might have Pica, a compulsion that causes kids to eat dirt and other non-foods. This can be rather serious as it can be so severe that the child gets too much non-food in their system. It also can be an indicator of autism, brain injury, or epilepsy.
If you find any difficulty at all breaking her of the habit by simply telling her it's bad for her (a 9 year should have that type of reasoning skill) then you should take her to the doctor.My 9 year old daughter keeps chewing the emery off of emery boards(nail files) is it toxic?
What, is she filing her teeth? What on earth could be prompting her to do this? I'd say that its glue and silica or something similar so it may not be enough quantity to be too toxic but it certainly can't be good for her. Maybe she's missing a mineral - get a full spectrum of blood tests. Strange. You could maybe tell her to show some self-control and to stop doing it, and don't enable her by buying emery boards, get the metal files. Maybe she's doing it because she knows it bothers you or she's just got a bad habit (like nail biting). Not toxic but it can seriously damage her tooth enamel over time. You should break this habit as soon as you can.
